The ban on mkat's been put back due to the person in charge of co-ordinating the scientific backing resigning as there's not a good reason to review the legal status i.e. it's not worth it. Government policy isn't based on scientific evidence, a really great scientist called David Nutt got fired for telling the truth about what drugs do ffs! He started his own independent research body called the "Independent Scientific Committee on Drugs (ISCD)" which uses reviews of data to formulate what the drugs actually do and how they affect people as opposed to the government-backed "Advisory Council on the Misuse of Drugs (ACMD)" which is based on opinion and politics (but doesn't necessarily not have it's own say, it's just hard to bite the hand that feeds it).
On another note, the American classification of cocaine as a banned (scedule 1 - 'class A') substance is because it was incorrectly classifed as a narcotic like heroin and other opiates which it isn't - it's a separate substance. There's also spelling errors in there that have never been corrected and are used as the basis of legal work, dumb or what?

I read a really good article in the 'Culture' journal (can't remember where exactly, I'm going to have to dig that up) about how society at once suppresses drug use yet glamourises drug-affiliated concepts like addiction and habitual use through application in marketing and advertising. Using the story of 'Train Spotting' by Irvine Welsh as an example it details how drug use is suppressed in capitalist societies because it basically denies unnecessary consumption of goods to take place as the user is uninterested in the pointless and banal offerings of 'the market' perpetuated by the illusion of choice; why should we not let people take heroin and yet force people to work in an unfair system as slaves? I think that was basically the point of the article.
It might be of interest to you that one of the most famous 'behaviourist' (where behaviour can be 'conditioned'- read about Pavlov and his dogs here http://en.wikipedia.org/wiki/Classical_conditioning) psychologists John Watson gave up the philanthropic nature of his work and went in to marketing in the 1920s to convince people to buy unnecessary goods to increase growth in the American economy - it was slowing at that time as people's basic needs had been well met and there was nothing that was feasibly needed left to invest in.
Music has also been about in human culture for at least 50,000 years, longer than agriculture (evidence from carbon dating a bone flute found in eastern Europe, made out of a now-extinct bear femur notheless) and so have drugs. It has been argued that psychedelic drug aided our evolution by enhancing mental capacity or questioning our perception of our environment (plus more, I'm sure). When magic mushrooms were 'legal' in the UK (i.e. free to possess unprepared) they were easily available from a range of knowledgeable outlets and used by a small, responsible proportion of the population as a recreational activity and philosophical aid; now-banned psylocybin-carrying varieties are well-documented as non-toxic with a minimal risk of short- or long-term damage with the exception being individuals disposed to latent mental problems who may have their symptoms excaberated. Alcohol on the other hand is highly dangerous with acute high-level doses (death by effects of overdose can be a singular cause of death) and chronic abuse (liver failure, to name but one problem) as well as being highly addictive almost as much as coke and heroin with far worse withdrawal symptoms than heroin (including death, heroin has relatively minor effects by comparison only lasting up to around 72 hours and no risk of injury or death it's just pretty uncomfortable) yet is available 24-hours a day with government backing; they were wont to repeal the licensing laws as they were relying on the income. AND PUTTING A MINMUM PRICE ON ALCOHOL WON'T STOP ABUSE, the abusers will do what they do anyway and normal people have to fork out for an unnecessary tax.
