white noise is a sound, however filters are applied to sounds. They create the rising and dropping feel.

Use 3xOsc to generate white noise, put Fruity Free Filter on it and make an automation clip that sweeps a high or low pass up or down it depending on if you are making a riser or a drop. You can make it more interesting by adding a tone through it and modulating the pitch up or down or side chain it to your drums to make it sound gated.

I like to use my wet signal on a reverbed pad.
I`ll slowly open the wet to full and then drop it out suddenly.

That I do std Turnipish thoughts.
I`ll often use 1 sample and stretch it differently and apply different effects for each take.
Sometimes it`ll be a trippy sound than spins around your head, other times it`ll be stretched further into a drone pad for example.
