If you want a flange, sound get a flange vst or use the one in your daw.
If you want a white noise riser for a build up sound before the drop, do what jarvis said or search (with the DSF Google search in the stickies, which you should be familiar with): white noise riser/build up fx/risers.

yeah man, just use a synth with a white noise generator, filter it with different passes, a ring modulator makes some cool shit. or downsampling a bitcrusher white the noise rises.
