Not too sure of the BPM but If you want some ambient downtempo stuff, try Subheim. There's bass but not wubby, just long ambient deep bass.
For example. A lot of his other tunes are straight up ambient.
Other artists you may like:
Detritus on Ad Noiseam (his non breakcore tracks, latest release Everyday Explanations contains no amens)
Mobthrow (a bit more dubsteppy),
SE and others on the Tympanik label.
Just classics like Talvin Singh.
Good shit all round.
