so your sole complaint is that homeless dudes ask you for change/ciggies now and again and your willing to take a significant increase in your weekly living costs to stop this?

Stay in current place, invest saved money into security gate/door/window?
Get a few people around you to keep complaining about the crack problem. Enough noise might make cops start handling it on the area and the crackheads will most likely move on when the area gets hot (huge maybe, depends on local police and how much they give a shit...).

ah, my room is 92pw all included, take the housing benefit entitlement for the area off and comes to about a tenner a week haha.
utilities aren't all that much, probably about 50 quid a month? also check how they are paid as if it is top up electricity and gas then you will be paying very little in the summer but more in the winter so you'd have to accommodate that.

It depends on how big and well-insulated the flat is. Summertime is fairly cheap as long as you don't have lights and tv on all the time. Fridges usually eat up the most electricity followed by immersion heaters. Budget a bit more for winter (helps if you prefer it slightly cooler). If you include a phoneline then that's another tenner a month, plus another tenner for broadband.
