How is getting a mac a good tip if he's on a budget...?
Desktop PC in parts is dirt cheap. 8 GB of ram will be plenty but ram is ridiculously cheap now so you can grab 16 GB for like no extra cash. You can probably get an older model CPU for real cheap that'll serve you good, an i7 2600 has plenty of processing power and should be cheap these days. You don't need a killer PSU coz you're not gonna be overclocking anything and you can get a fairly cheap GPU that doesn't eat too much power as well. Just make sure your motherboard has the right socket for the CPU and handles at least 16 gb of ram (you might wanna upgrade later when 64 bit is more common). You won't need an external fan either since you shouldn't OC your CPU for producing (IMO) as stability > performance in my book, and the CPU I mentioned will get you a long way, and if you can find a newer one you're all good.
Assembling a PC isn't all that hard either, and if you buy it in parts you don't have to buy an OS with it. That's like a fifth of the price.
Trickier with a laptop but I'm sure you can find a decent one for a reasonable price as well.

id suggest going on ebay and searching quad core laptop, click buy it now + sort by lowest price. find any that are over 2ghz with decent ram. ul be surprised the prices aren't too high at all, also make sure its brand new. just a suggestion.
