Most of the really big names like jay-z or nas or tupac that are relatively good artists all brought something genuinely bad and detrimental to the rap table and made terrible music at times that still influenced a lot of people, shouldn't that count as a huge minus?
They get away with taking some chances that would ruin other peoples careers because they cross over and sell some shit to your little sister( and so on).

People just below them on the public radar, might not have made outright terrible shit and I personally feel that should count a lot more than that a mum might know about jayz. Like Andre 3000, Raekwon, Doom, Planet Asia, Redman....

Eminem would be a problem. There are arguments for him being the GOAT anyway, but his songwriting has been awful at times. He's a rap-for-rap's-sake rapper, rhyming to be called the most talented wordsmith - 2Pac spat thinking he could change the world.
