When I first looked up that Louis CK video, I saw this:
And she compared 'black people' calling each other ni66a to football players slapping each others ass, and how outside of a game, if a stranger were to do that to them, it would be socially unacceptable. She correctly framed it as an ingroup/outgroup dynamic.
But that's exactly why I think it's hurtful to race relations. Why should we promote ingroup/outgroup differences based on skin color? Isn't that what at the heart of racism? I am not saying that it's racist that black people can say ****** and white people can't. But I am saying that it reaffirms the unnecessary ingroup/outgroup dynamic that can strain race relations as a whole.
In the context of race relations in the USA, I think it should be that either everyone can say it, or no one can. For the sake of leaving the importance people attach to race behind us.

"n i g g a" on the other hand is just another word for "dude" that is only appropriate for white people to use when citing song lyrics or in very special situations where you're with friends (black or white) who know you're making a joke or something and you're not a racist. never to be said to a black person you barely know, that's the worst.
all in all it's a strong word and you must be careful about the context. provided you're not a izan asshole
