Memorize the name and address of someone you really hate and give that to them. Probably best to do it with someone that's hated by loads of folks so that they don't figure out it's you.

I think they get points for the criminals they catch from what I can remember - you get loads for smashing a paedo ring or closing down a crack gang, but let's face it that takes time and money. If you can nab 200 shoplifters, drunks and other low level criminals over a year it's way easier and looks like you're protecting the public really effectively.
