Well, you've got Benga and Coki to blame for that, they made a big tune, it's being whistled all over the country and the MTV generation expects big tunes to have videos.

the modelling of the octopuss is great & the animation also but it lack a good story &/or more editing.

I expect the budget was quite substantial actually. It's pretty shit really, has to be said.
Also, they really should have come with a different name to release it under, Benga & Coki does sound a bit "Phats & Small" if you aren't familiar with the names already (like most of the target audience).

yah, its working now, such a psychadelic octopus, this one is doing mescaline fo sho.
