Oh. Well, he is sick anyways. Didnt he USED to be in the rascalz? I could be dead wrong, if so, the rascalz are sick, too!

Not strictly non-US but Shadow Huntaz on Skam are undoubtedly making some of the freshest hip hop beats that I've heard for years.
The boys who write the tunes are 2 Dutch brothers (who also make acid heavy electro and techno), but they have some mint rappers who spin rhymes unparalled.
On their first album they have a tune called 'Figure of Speech' where the vocals are composed entirely of sayings and proverbs! Fucking ace.

But their beats are absolutely amazing, loads of wibbly acid and some seriously spasticated rhythms.

My fave French hip hop crew has to be TTC. Every release is solid, but I particularly love their debut album which has a brilliant track that appears to sample Abba' 'Dancing Queen' backwards...sounds a bit fuct, but works beautifully.
