i don't think so, i think it's saying how it all became corrupted, as everything invariably does
mkultra still came across as being dark, even though they were only mentioned once

the only bit they say about mkultra was when kevin spacey used their experiments on mind control (with the lsd) on that guy who shot himself in the film
mkultra and the group depicted in film are separate entities
though i think after geoff bridges is fired it becomes more based in mkultra ideals due to kevin spacey, probably a cia/illumi plant if you think about sent to corrupt
