he got fined for not going to the annual compulsory shooting event. when you're in the army, you have to go to a shooting range once a year and fire 18 rounds on 300m. the guys there put a stamp in your personal "Dienstbüchlein", and you're done for another 365 days...

you can go every weekend and some thursdays from april through august, I believe, and if you don't they'll send you a letter and kindly ask you to come and shoot at a specific date (I had to do mine in october). if you fail to attend, you'll get fined... if you don't pay, you get three dunning letters, the last of which needs to be signed for. if you still don't pay up, you're going to jail.
