DHS is department of homeland security, so yes, for internal domestic purposes. They are being morphed into a domestic standing army. They've been stocking up on automatic weapons, vehicles like this, and an ammo hord you wouldn't believe: 2 billion rounds in the last year have been purchased. The type of ammo is banned by the Hague Convention and cannot be used in war, but it can be used against US citizens in domestic operations. To put that number in perspective, at the height of operations in Iraq, the entire US armed forces were using 5.5 million rounds per month. The math on that works out to 30 years worth of ammo at iraq war levels purchased in the last year by the emerging domestic army.
