As far as I can tell, speaking negatively about things is still allowed, it's just doing so in a way that 'incites violence' against them. And what counts as that depends a lot on context - eg if I'm a lone nutter ranting on a street corner then I can probably say a lot more than if I'm addressing a crowd at a NF rally or something. As for the law (or should i say proposed law), noones saying you can't hold an opinion or disgree with anything. Its purly the type of people who can't put much of a reason into what they say who it will target. "Boom Bye Bye" is a pointless track promoting the killing of Homosexuals. This is the type of thing we should, as a society be aiming to push out. Constructive dicussion is great don't get me wrong, one sided arguments where people just agree, leads to apathy and silenced views.

And what about Rastafarians outside of JA?I have quite a few(and I do mean quite a few) Rastafarian friends who believe homosexuality is wrong,and none of them live in JA.Most have never even been to yard.But things are different here in the US.We have freedom of speech(supposedly),yet the Rastas here have to be made afraid to voice thier opinions,because it might be taken as some sort of "threat".
The sad part isn't the lyrical content of Reggae music,it's the censorship of it.As Reggae/Carribean influenced music is gaining mainstream popularity with the likes of Collie Budz,Rhianna,and Sean Paul among others,the mass populace isn't going to see the true messages behind it because it's all been whitewashed out by the pop medium.And then people go up in arms when they find out what's really being said!People took what they wanted from Reggae before,and they will again.Look at how cheapened Bob Marley's message became when Sublime came out.How can a 40oz. swilling heroin addict from Long Beach sit there and sing "Rivers Of Babylon" then go and OD??!!Heroin is Babylon!As if the neo-hippies didn't cheapen the message enough?Yet,for most of the youth,that's how they'd really ever first heard Reggae music.So they fail to hear the true message of the faith and doctrine.
The way I see it,if anyone has a problem with Reggae(or any variant of) condemning gay people,then maybe they shouldn't listen to it.In fact,maybe they shouldn't even get down to sampling it or incorporating its influence.Which of course means most Dubstep,Jungle/DnB,House,non-JA/Carribean Reggae,Ska,Dancehall,and Dub,as well as Hip Hop and a whole lot of Rock would be dropped into obscurity.
