I agree with you to an extent, although I would argue it is more of a cultural thing than necessarily a "lack of knowledge". English people started brewing tea badly and loading it with sugar and milk in the seventeenth century, and very little has changed since then! China, Japan, Korea, India and many other countries have wonderful rich tea cultures, but you have to accept that England also has its own, albeit it somewhat different!
