rules or simpler approaches can free up creativity aswell as craft or what you want to call it. In film theres the dogma 95 deal you could use as an analogy or in even more general terms ... dance music made by people that can't seperate an oboe from a tuba and still make the most interesting stuff, partly because they haven't sat in a room and plonked on a wooden box with strings tied to it

I don't follow what you're saying.
I'll try and clarify a little. My point is that the music isn't actually good so I don't think it would be a valuable use of time to listen to it.
I also think that with certain types of music, namely punk, the emphasis of appreciation is something other than the music itself, perhaps the cultural aspects of it, something which I don't identify with and generally doesn't compel me to listen to music.

just because the music is not super technical doesn't mean people don't like it for what it is and not its cultural aspects
by this logic people don't like black metal or noise or drone or any electronic music described as raw and minimal

I find that with essentially all of the punk music I've heard it's all about 3-4 distorted chords being looped at high speeds with ugly singing on top.
