A lot of good ones posted already...in terms of pure production, I'd say 12th Planet is probably tops, even if he ain't much of a DJ, especially if you're looking for Jokeresque. Antiserum is a good shout too, though much harder and grimier. And even if they hang around here, I've been a big fan of Hulk / Claw / August's productions for a while now.

I'm sure it's completely intentional, but somehow Bassnectar hasn't been mentioned yet. There are a few other guys I think are worth mentioning that haven't shown up yet (Mundo, G Notorious, Enkryption Projekt, Dinesh/Goldspot though I think it's been years since he's actually produced anything new, etc.), but I doubt I'm adding much, and it would be a stretch to call any of them up-and-coming.

If you're counting Canada, I suppose you could add Zeds Dead to DZ and Eskmo and whoever else
