Actually, a lot of people in Bulgaria approve of this. It looks like vandalism but Soviet monuments are generally regarded as symbols of the 45-year Communist regime that set us back several decades and still plagues the Bulgarian political life. These are the top comments in the article on a major publication’s website:

I'm gonna say that; judging by the age of the chair he's on and the pattern used, the picture was taken a good ten years ago. With that taken into account we can guess the mans age (in the picture) to be around, let's say, 83 and so was born around 1918. This would have made him 21 when war was declared on Germany. Now, the combination of his happy demeanor, his shirt and the way he's wearing it, his skin tone and the Bell's whisky i'm going to say he is probably Nova Scotian and his hideously deformed hand was a result of an air crash he suffered whilst serving in the RAF's 242 "Canadian" Squadron....
