try safe mode
first things popping to mind are virus, driver issue, registry or bad ram

yeh go in safe mode and see what happens from there. No doubt some virus issue or virus scanning software behaving badly and removing system files.
I am guessing you have Avast installed. You ran a scan and it fond viruses. You gave permission to Avast to remove files, files your system actually needs.
You are prob still infected. If I were you I would reinstall windows and make an image once all ur software is installed.
Don’t worry about people stealing an idea. If it’s original, you will have to ram it down their throats.

start -> run -> shutdown -a
shutdown procedure is cancelled now, run a virri scanner and see if you're infected with H1N1

is that 60 seconds once all services have loaded or 60 seconds from the moment you login?
I am guessing from the moment he logins. All services are prob loading and then it just shuts down. May not have time still to load run.

Maybe he has a not updated XP installation and he has that virus which shattered the earth 2 years ago or something... you know, the one which gives popup with some text about services and that the system will shutdow in 60 seconds, in that case, he has 60 seconds to go to start -> run and enter "shutdown -a"
