how do i get vocals like this?

I was wondering what sort of plugins you would use to get vocals like this
i can't tell if its autotune or a vocoder, or how you would get the sliding effect

Never really used vocoders, but it sounds like it's just pitch/frequency automation

its a vocoder playing a scale. autotune is a sort of vocoder, but the nearest note is automatically used.
