Witnessing regulated urban development

The fast growth of new mega cities has produced a variety of hazards and disasters such as industrial accidents, transportation problems and technological failures. These disasters have been caused due to unplanned industrialization, lack of transportation infrastructures and technological advancement within mega cities.

The nature of such disasters has now changed and it has started to become more of a chain reaction of two or more different disasters happening at the same time and in one city popularly known as hybrid disasters. The biggest hazard facing cities like Trivandrum and Kochi is flooding. Along with that are the social hazards associated with over crowding, homelessness and violence. It is imperative to study the level of hazard risk, vulnerability, exposure and the ability to adapt during a hybrid disaster.

Thus, it was observed during the last three decades that the urban scenario has changed enormously and the land use pattern, economical, social, cultural and environmental problems, particularly in large cities, have acquired new dimensions. This necessitates a new look on urban India and particularly the urbanized state of Kerala. The increasing pressure on urban land and unrestrained land use for real estate purposes has already invited the attention of administrators and town planners.

The multiple and diverse land use problems are being taken care of through the Master Plan approach. This is a normative planning approach which directs future growth of the city and also corrects undesirable consequences of their past growth. Land control and land use zoning are its essential parts. There are about 400 Town and Country Planning departments in the country.

To regulate the developments in real estate Kerala government has now given the town planning authorities wider powers and it has ensured a semblance of order in the otherwise volatile property market. Since the Third Plan, when a scheme for the preparation of Master Plan for selected urban centers was outlined, over one thousand plans have been prepared, including the prestigious Trivandrum Master Plan launched under the auspices of the Trivandrum Development Authority (TRIDA).
