Phase Modulation vst?

I'm sure this has been asked but I couldn't find anything. Is there a available plugin that could be used as an insert similar to the phase moduation osc in NI Massive? Or is this something that has to be done in an FM synth? Im a bit confused

z3ta does this even better than Massive since you can choose the waveform and phase modulate 3 oscs (using the other 3).
Also, I just saw a couple of hours ago that Rob Papen's Blue also does it.

Get a Casio CZ for some real phase distortion :5:

Or get FM8 for the best use of frequency modulation in a VST.

They cost about the same.
