first chipstep tune?

The other day I heard a chiptune version of Rusko's Snez Dub #2 that predates Joker's gameboy sound by 3 years.
Can anybody else be blamed for creating this frippery? Rusko has enough approbrium to handle already.

edit: maybe Dismantle is responsible.

some of them had releases, Disrupt for instance... he has one of the longest running digi-dub sites I know of: http://www.jahtari.org/main.htm
