PLEASE HELP ME OUT !

Okay guys, I'm new to this site, and I knew right away you guys would be able to help me out.
I don't think i even have to ask you guys if you know who excision is..... I hope,
the guy is incredible.
And there is one thing he does that is bugging the heck outta me...
and that is his crazy voices he makes for every shambhala set.
Take the most recent for example. during the opening you can hear an alien, or robot..
whatever you wanna call it, and it is telling us our planet is near destruction .... yadda, yadda.
but lets cut to the chase, ive been trying to replicate this sound for EVER!!! and i need some feedback
from you guys on how i can do this.
