There has to be a hat playing at the same time as the kick if there's no instrument playing...
"Where it sounds good" is what I'm looking for but can't find.
Subtle reeverb is always used in mah tracks but it's still empty to me.

The rules I currently have aren't sounding good. The rules I noticed in 99% of the music i listen to are hats that are at the same time as the kick that make it not feel 100% 808 and the two blend together to give a bigger punch to the kick. I don't know how to EQ this hat though because it is usually very subtle.

dude make your hats however you like.
what helps in electronic music is having something with high-end content playing constantly in the background, kinda like vinyl crackle (but please don't sample that, it's been done to death) or tape hiss.
field recordings, ambience sounds from games (like half life 2), basically anything you won't notice when it's there but when you turn it off you do.
oh and have that shit really quiet. turn it up until you can hear it, then turn it down a bit again.

Like everyone else has said there are no rules. Drums are a matter of taste in terms of layering and arrangment. Make whatever you feel, experiment with different hat arrangements to give different shuffles and vibes. Do whatever the fuck you want basically.
If your tunes sound empty get a spectrum analyzer on each channel and also on the master. See where the gaps are in your mix and aim to fill it with something. You can do this by adding another sample / instrument / sound / whatever or re-EQing things, or mixing down better. Drenching your stuff in a subtle reverb can help but its not an insta-fix. Experiment using different sends and buses for different effects (i.e reverb) and send different elements to it in varying amounts. There are usually 1 million ways to accomplish any given feel or effect.
