I put it to you that that was cat was looking down at a barking dog on the lawn, then he turned around, exiting the dogs FOV which inevitably caused the dog to stop barking. The cat then turned around to it's owner and meowed.

The lower than usual first meow is purely coincidence or pitch down slightly.
