Its from the cut off from the filter moving up/down at a speed which sweeps through the sound creating a "wob" sound.
The filter envelope does exactly the same thing as the LFO; but the LFO is a continuous cycle (like a sine wave, repeating over and over again)
Filter envelopes get you the sound as a one-shot and you play the rest with midi notes.. its pretty much the same but people have finally realised using the envo instead gives you more control.

This. One thing I've become really fond of recently, for basses, is to sample some complex "natural envelope" type sound (think didgeridoo or harmonica type of timbre and natural evolution), slice it to one pretty even swell/decay sound (or any combination you want) then repitch and timestretch to make a bassline out of those one shots.
