When adding an effects chain to a bassline or any other kind of lead or synth should I have two EQs one at the start and one at the end?
So far I've just been placing one at the end before the reverb.
If theres compression should it sit after other effects for eg. Flanger, Chorus etc.

only if you feel like it or if you are splitting frequencies. myself, I always eq after applyng an effect to remove undesired harmonics that were added. compression goes whenever you feel like you should lower dynamics or get stuff pumping.

This... Try each of the fx in different orders and experiment more. Sometimes your sound needs an eq at different stages in the chain and sometimes it doesn't. Every sound is going to be different and require different processing to achieve the desired effect.

With EQ and compression I've been doing it like this:
1. EQ to cut frequencies
2. compress
3. Go back to first EQ, and see if it needs any extra cutting / less cutting. Adjust output volume accordingly.
4. Send from compressor into second EQ
