The thing I can figure out about the noise is that it has a phaser with a little bit of reverb on it. Could it be the synth he uses a few seconds before the phaser kicks in?

How to make this sound.
I've heard this noise used in a few different songs, and I want to do so much more with it, but I haven't a clue how to make it. It happens around 1:15, I tried to get the link to play exactly at that time.
