Naw, Burial is refering to pre-jungle breakbeat music. Hardcore has a million definitions in music (hardcore punk, hardcore hip-hop, happy hardcore/rave). These days, when people talk 'hardcore' in electronic music they MOSTLY mean the whole... gabber/breakcore/speedcore spectrum.
