DJ Fresh, the one from oakland

I've been listening to this hip-hop producer from my area called DJ fresh lately, not the DnB DJ Fresh though, you may have not heard of him if you're not from the bay area unless you're really into underground hip-hop. And I really dig his sound. I don't normally ask for help making synths because I like to figure out my own way of doing things, but in this case I figured mabye I could use some tips from someone that knows a lot more than I do. Specifically I'd like to know how to make this synth in the song right at 00:43 in the video because it seems like the best example for his style in general and the type of sounds I'm aiming for, but it might be kind of hard to hear, so I'll just post a bunch of other songs too to basically just get an idea of his sound. It sounds like he uses a lot of white/bright noise ontop of his samples and then drenches everything in reverb, mabye some chorus and/or flanger ontop of it too, but again I figured someone that knows more than I do could shoot me some more specific advice. Also, I'm not really into the rapping parts that much, I mainly just listen for the instrumentals.

This is the video with the synth I'd like to create, the ambience/pad texture in the backround, the song starts at 00:43:

Another good example, I can't quite tell if it's a sample ontop of the noise or a synth he made, just ignore the ghetto people rapping:

Some other cool songs:

Thanks.
