Best way to re-create this

The first 0:00 to 0:03 seconds that repeated effect. It sounds kinda a dumb question I guess but like, when I have a chord and click play and stop really fast I get it but I cant automate that. Should I just play the chord in the rhythm like that or have one chord with like tape stop effects going in and out?

Sorry for kinda weird question just looking for best method.

Just bump the whole thing to wav and slice it up like that.

all that is is a sample that's been looped. He took the instrumental sample, put it together with his drums or break sample, and then looped that a few times so it just plays a quarter note's length loop of said sample over and over again for a full bar.
