How would i make a vocal/synth lead like this?

Ive only ever heard this in a few songs but i really like. Im pretty sure its a vocal sample but i could be wrong.

It comes in at 0:45 in this song

You can hear that it sounds pretty choppy and at glides a lot and the glide is what i really like (and if you want it would be awesome if somebody could explain the main lead that starts right at 0:08 too)

And it starts like right around 0:20 in this song

Theyre both very short and choppy which is what i really like but im not 100% sure if its a vocal. They both sound very similar so im wondering (if it is a vocal) if the same vocal sample was used in both songs. And if its not a vocal than i dont even know where to start. And if it is a vocal im guessing that i would just put it in the piano roll and raise the pitch but wouldnt this make the sample really short and off sounding? And then would i use pitch bend or would i just make the notes glide?

Im just spit balling ideas here based on my assumption that its just a chopped up vocal. Any help would be great :)

I don't think there's much going on here. diplo kinda gets attributed to this sound...you just chop out a vocal sample of a vowel...write the midi notes however you want and modulate the pitch sliding up or down an octave or 2 on some of them. you could also make a vowel sound in a synth by modulating some certain formant wavetable...or a vowel formant filter...which is likely what was done for that sound you hear at 8 seconds. (plus distortion)
