what would one need to make dubstep with no samples??

you should stop looking for software. get a host, a synth and a sampler and start to make some music. software is not what is going to make your tunez sound like skream. if you need some directions, then buy Ableton live (newbie friendly), buy NI Massive and FXPANSION Guru. You can't go wrong with these. That's it.
For lower budget, consider XT2 when it will be more than a beta version (it does include everything you need) or renoise (i never tried it)

Preset Whore by Komonazmuk is all made on synths, no samples. Forthcoming on Mode...
