When I first read your post I thought I was going to say fuck no, that ain't dubstep, because I never thought of dubtep as a drum n bass b-line with hiphop beats on the top. I think of it more as drum n bass b-line with broken up drum n bass beat, or dub-reggae b-line with minimalist electro beat or techno synths with two-step beat or any combination of these genres usually. However, your clip does actually sound very like a basic version of a lot of dubstep i've heard, and closer to the bone than some of the other posters approximations of the genre.

Just make sure there's plenty of subbass and that you're at 135/145bpm tempowise. Whatever goes on top of the bass is up to you. If it sounds good then it IS good. :D
is it?

NO.
