i think it varies from 2-step and dubstep, its more his own sound...but as is the way now, it has been accepted as dubstep.

he uses an atmospheric type drone loop. followed by reverb and pitched down vocals.

I was going to say 'the vibe', but I don't really know what actually makes a tune 'have that dubstep vibe' in terms of musical elements. In fact, I'm not sure how good a thing it is to pin it down in technical terms, since I'm always interested to hear stuff that really fits the vibe despite breaking all the rules. In fact, maybe that's part of the reason Burial gets so much love?
