if you are on mac, the magic 8-bit plug by YMCK is amazing. quadrasid by ReFX is good too. also check out simple sid at http://www.delamancha.co.uk/ if you are on windowz. There is alot more to "video game" sounds than just plain oscillators though. there is the digital crosstalk and clock noise of crappy cpu's and electronics in the old machines or the low resolution of modulation, like a three stage extremely quantized triangle shaped lfo controlling PWM. it also is about the programing...lots of NES style pitch sweeps and wierd noises is all about just really intense microscopic midi editing.
It's pretty easy to open up a rom in FCEU, mute all but one sound channel and record it. That is if you want to go the sample route.
If you want to try VSTs, try QuadraSID (costs money) or anything from tweakbench (been mentioned already but they're so good I thought I'd mention them again).

You'll find some freebie synths created specifically for emulating those sounds on this site http://www.gersic.com/plugins/index.php?daCat=-6
Also, download a emulator as mentioned above and rip/record music directly out of the games you want.....
