It's up to an artist how they want to distribute their work. If you think something's worth selling, then sell it... I know there's a big tradition of swapping tunes, especially around forums like this... but I don't see why an artist can't make that decision for themselves?

To be honest, most musicians give their music away for free up in order to promote it/have it listened to by a wider audience.... for most bedroom producers or other amateur musicians that's as much as we can hope for for our work. Some people are lucky enough to end up in a position where people will pay for their music though... and I think it's only natural that they'd protect that a bit. if anyone is dumb enough to pay £5 for an mp3 from "dj x" then the lols are on them.
if this guy can get a label involved and get distro then people are more likely to buy his music but just touting mp3s on forums for a fiver is massively dumb in the face. if he doesn't want to give it away then tahts his choice but less people will hear his stuff. anyway, does anyone actually want it?
oh and drum n bass is pretty much the stalest genre on the planet right now
