It wouldn't surprise me, he is a huge fan of Asian cinema. I'll have to check it out. It does sound like they have similar scenes and sub plots. But tbh it sounds like City on Fire might have taken a bit from Kubrick's The Killing too which is from the 50s. And yeah Rodriiguez only directed it. Tarantino has sold/given a few of his screenplays to other directors.
