a time period is better usually as people tend to rush through those posts and they lack substance

if there's one thing i've learned on the internet, it's that you can't defeat trolls.

If this happens Im gone man. Im into network security, your suggesting to tun dsf into a mining ground of practice targets for black hat kids with pen. testers.
No.
In my opinion, your best bet would be to enable single usernames per IP.
Its also a simple mod.

The spam bots piss me off too, so Id be more then happy to have a go at paying them back on occasion.

It wouldnt effect your ability to login. It would only matter if you had a static ip address, and then it would just prevent you from using multiple accounts from that IP, not restricting your account to single IP, youve misunderstood me.

Ah yea, i see what your saying. That would be sensible, but another issue that arrises is that some people genuinely have two accounts if they own a label or run a night etc.

these would be preventative measures from abuse, it doesn't mean exceptions can't be made.
ie: i have 3 accounts (i think) this one, another artist alias one (which is kind of a placeholder for future use and protective measure from someone else registering it), and DSF Alpaca which i use as a joke over on the production forum. i debated starting a separate one for my label (hell i even may have registered it), but it def becomes more of a clusterfuck than it's worth and confusing to people as to who they are talking to. it's kind of one of those broad policies with loose rules to it that does more good than harm by blanket application, and hey most mods and admins are only a pm/email away, so case by case basis isn't so hard. it may be a bit slower and a bit added workload, but the benefit is def there.

you don't need to release the ip. just have a feature that shows other accounts the user has accessed from the same ip. phpbb records ip addresses by default so all it takes is a simple query.
SELECT username FROM phpbb_users WHERE user_ip = (SELECT user_ip FROM phpbb_users WHERE username = 'ryan_p');

I suggested it on page one, pkay suggested it again on page 3, Think this is the way to go.

Please learn2sql.
Don't use a sub select when you can join.

ignore the script, embrace the idea. sure there's a better way to do it
