Depends on what you wanna do. It takes some learning (say, 5mins-ish?) to do a simple cut-paste shop like the two above. You could even do it in a free program like GIMP or Paint.NET! But, like, for a full-on design job, that'll take ages to learn, ofc
It might come naturally to you, it might take some hair-pulling to understand. It really varies on a case-to-case basis!

I just wanna photoshop silly things, not like professional stuff, might give it a go. Where can I buy it from?

Photoshop, which is pretty much the go-to thing for graphics/editing can be
bought from Adobe for a hefty sum of $1,062. If your pockets aren't deep enough, or you're a cheapskate like myself, there
are other ways of acquiring it. Maybe a peer will share it with you?
GIMP, which is a free alternative that does all the basic things Photoshop can accomplish, can be
downloaded from the GIMP website.
If you don't wanna do fancy profesh stuff, then maybe just go for GIMP. Even so, Photoshop is a really really good tool for all kinds of graphic editing. I think it's safe to say that it's used by almost every graphic designer this side of the Milky Way.

I genuinely do wanna have a go, Constros face hasn't been done anywhere near enough imo (wont post that here though).
Also, GIMP might be the worst product name ever, imagine working for them and being a part of the 'GIMP Team', having that on business cards...

it's actually meant to be for the previous owners of the software, because they shut down the registration servers, but basically nobody gives a fuck about that and everybody just downloads it.
The registration to the site and all that is a bit long, but it's worth it
