Nationalism doesn't necessarily have to lead to xenophobia. It's sad that it often does, but it's actually just being proud of one's country. It should, in theory, be similar to being proud of one's house. That shouldn't automatically translate to hating one's neighbours. Either the United Kingdom of Great Britain and Northern Ireland is an indivisible, unitary Kingdom or it isn't. Such displays of quasi-federalism are at best uncomforting, at worst disgusting.
