wouldnt they get in shit for redirecting to a government site? it is the most reasonable/logical answer, so its probably the correct one.

A whois lookup shows that the domain is registered to a private person based in Utah (won't post it here but go look it up), so I think Magma's theory is correct.
Fun idea though, sure to get some conspiracy nuts (who don't do their research) going crazy.
