It was obvious he wanted something along the lines of a house beat. Its not his fault if he is only working with the kicks and doesnt seem to feel the other riddims.

Dubstep is often made on a 140bpm, but you could argue that the halfstep gives it the impression of slowness and thus makes it 70bpm to some ears. It depends if you consider a crotchet to be a quaver or visa-versa, or 16ths or 8ths or any number of variations on that.
So a half step at 130bpm is also possible, but in this case you meant that you would like dubstep songs at 130bpm in a 4/4 kick pattern which would certainly feel faster.

You might want to listen to some Bombaman tunes. His stuff has major house, fidget & electro influences but it's still 140 BPM. And it's very fun to listen & dance to, IMO.
