Honestly.. I have no clue what the "official" american-English dialect is.. but I know what it isn't.
I'm sure I say things that are not 100% proper.. I'm not going to be offended if someone calls me out on it.
I know I say things like "where are you at?" ..when there is absolutely no reason to throw "at" at the end..

I never degraded anyone.. maybe saying " as if.. uneducated" but I never said I thought anyone who speaks ebonics was uneducated.

The reason I'm calling you ignorant and racist has nothing to do with your original question. It has to do with your lack of knowledge of your own countries history.
African Americans and black people living in the UK are two entirely different groups of people.
African Americans largely consist of persons whose anscestors were imported to our country as slaves, purposely not allowed to read or write (at times even killed for having said skills), and as a people have been segregated from caucasian society up until the most recent generation.
Ebonics, largely, were developed because an entire race of people in our country were put into housing projects, sent to underfunded schools, and children were neglected for decades because the people in power in the USA were racist pieces of shit.
That said... you sound annoyed by the way black people speak. Am I wrong in that deduction?

I know the history.. I just wasn't sure if it had any effect outside the US.

yes.. When I hear people, as a group, not understand basics of there native language.. its pretty annoying.
There are many black people who speak proper.. I'm just talking about those who don't.

The african presence in the UK is of a completely different nature than in the US.
Any similarities in linguistics would likely be of a pop culture nature and nothing to do with the persons race.

There's no such thing as 'proper'. I mean, it's the same reason why British heads who whine about Americans supposedly 'raping their language' are annoying.
Language, like species, evolves when it's separated by a barrier, be it a geographic one, or in language's case, even a cultural one. The point of language is to communicate with your fellow human. Due to cultural differences, certain pronounciations or words or grammar is passed down from one generation to another. That's how you get Southern drawl, ebonics, the Jersey accent and so on. Same reason why American English differs from British English.
Is American English 'proper' in the UK? No (just as much as British English isn't proper in America). Is a Jersey accent 'proper' in Compton? Same shit.
Where let's say, black people are from, their regional ebonics are 'proper English' (highlighting 'regional ebonics' here, 'cause not all ebonics are the same all over the place, either), because that's their way of communicating with each other. They can understand each other and thus, they're successful at what they do.
Hell, I live in a city surrounded by the most rural part of the Netherlands. I can't understand shit these people are saying, but you don't hear me complain about them having to learn the language.

accents and slang are one thing. This dude is complaining about improper language and grammar with african americans.... well there is a historical reason for that.
It's just crazy to complain about african american education when white americans did everything in their power up until 35 years ago to deprive young children from basic educational needs.
When segregation was in place entire schools were african americans.... therefor the language used there was entirel different than the school across town. You can't undo that in one generation. The average african american kid has parents and grand parents who still suffered from the bullshit education they were provided because of a lack of basic civil rights
Just proves how ignorant our country is as a whole that a kid in Minnesota isn't familiar with african american history and can't understand why ebonics exists instead of a uniform dialect in the US.

Yeah, I get that, but what I'm saying is.. from a strictly cultural sense, their grammar isn't improper. It's apart of their regional/cultural tongue.
