Flashing your cock is a statement of "I can do whatever the fuck I want because I'm strong and you've got to deal with it because you're weak"... it's intentionally raising the spectre of sexual assault and rape to threaten/intimidate a weaker member of society.

We've all seen guns and knives too, but that's no reason to say it should be ok to get them out in front of strangers.
