what version of FL are you using?
on FL10 theres a VST called Grossbeat which does exactly what your talking about, with plenty of preset scratch patterns etc. You just load the sample into it :C:

Got similar results experimenting with Slice X and automating the main pitch of a sample.

Wave Traveller does it quite well too! :)

FL Studio comes with SliceX which has auto slice and time stretch for each individual slice.

Its a choppy garage vocal producers dream.
