I think LMMS is the best choice with free DAWs.
I guess theres Nanostudio as well, i really like it for iOS but its free on windows/osx. No vst support but has one (but awesome) synth with many features. Has 16 tracks, no audio clips just midi and samples.
Also Ohmstudio is good but only allows you to save make about 10 projects before paying (i think)
