Depends but about 3 years of intensive practice and schooling should do it.
I got 'proficient' in English by watching hours and hours of mediocre TV shows
as a kid. That took about 8 years. It wasn't the most efficient way, but it worked
a charm.
On one hand I am glad Dutch media doesn't do any overdubbing, but that would
have been a ton more job opportunities now.

first you have to define "learning" a language. I mean I've been "studying" english from like when I was six or something (playing video games, watching movies, later on listening to music. guess I learnt something at school as well) and while I can write comprehensive sentences with relative ease, my conversational english is still struggling. Haven't been speaking it that much though tbh.
almost all languages have their respective thought constructs and "viewpoints" (some of them are close to each other, such as Japanese and Finnish). meaning that as we grow up and learn our native language, we learn a certain way of thinking about things, based on grammatical cases, idioms and expressions. It is rooted so deep in our minds that after we turn like 10 or 12 learning new languages become increasingly difficult because our original native language is in their way, so to speak. this is a really fascinating topic that surprisingly hasn't been researched almost at all.

People whos first language is english are overwhelmingly shit at learning new languages I've experienced...99% of the media they're interested in is in their mother language, and almost everywhere they go people will try to speak their language. So there's not that much natural pressure to learn another language properly.

I had a German teacher in grade school who could speak 6 languages, including Mandarin Chinese.

I used to work with a slightly autistic guy named Jens. Jens fluently speaks german, hungarian, mandarin, japanese, ifrit (hebrew), french, italian, spanish and english.
unfortunately, he's a massive tnuc.

my old grade school predicted this with the Chinese. like a year or two after i left they made mandarin a required class
